He was a lawyer and a Presbyterian. Another reseacher said he was killied at the Battle of Fredricksburg in 1863. He and his father in law, Joseph Henry Lumpkin founded the law school at the University of GA.

This info is from 3 volumes I found in one of the libraries here in Gwinnett County, the beginning dates are all the same, it is the ending dates that differ. They are listed with the brief mentions of Cobbs as follows (hope some of this makes sense and is some help):

163 - It is the account of the most unusual case ever tried in Gwinnett County (the Waters will case, tried during the Sept. term of court in 1855) and mentions that two of the ablest talent of the Georgia bar was employed on both sides. One being "Thomas R. R. Cobb who represented the executors of the Waters estate, while Charles J. McDonald, a former governor of GA, and the law firm of Howell Cobb and William Hope Hull appeared for the heirs of the estate under the will."

166 - The will was being contested over the Mr. Waters direction to free his slaves upon his death. When the Supreme court ruled on appeal that this was to be done, 37 of the slaves agreed to be transported to a foreign country (one of the provisions). They were sent to Liberia (with suitable clothing and $100 in gold, each). The climate did not agree with them, as the records shows that thirty of these emancipated negroes died in Liberia with twelve months. The surviving seven found passage on a merchant vessel which landed them moneyless and friendless, in Philadelphia. Their plight came to the attention of Howell Cobb and Alexander H. Stephens, who furnished them the means to return to Georgia.
They returned to the Waters plantation .................. preferring to be laborers or slaves on this Chattahoochee plantation than citizens of the African republic across the seas.

174 - Enoch Cobb shows up as an owner of 2 slaves on a listed headed "Owners of Slaves in 1840". (There are lists for 1820, 1830, 1850 and 1860, no Cobbs listed).

351 - A mention of a Col. Henry P. Thomas who was killed while in command of Cobb's old brigade, Col. Ruff, of the 18th Georgia, having been killed about 5 minutes before Col. Thomas.

352 - The writer is giving a personal reminiscence of Col. Thomas who was a friend of his. "The last time I ever saw him was at his tent in Fredericksburg about the first of 1863. He had a few days before passed through the terrible fight of the 13th of December in which General Tom Cobb was killed. He was in a good vein, for the Yankees had met a terrible defeat."

Lawyer, Confederate Politician, Confederate Brigadier General. He was born in Jefferson City, Georgia, but as a child, his family moved to Athens, Georgia. (Including brother Howell Cobb, a future Congressman, Speaker of the House, Governor, Secretary of the Treasury, and Civil War Confederate Major General.) He was admitted to the bar having graduated from the University of Georgia 1st in his class. He was assistant secretary to the state senate during the late 1840s. From 1849 to 1857 he was a state supreme court reporter. Early in his career he developed a reputation as a talented constitutional lawyer with a great capacity for work. This was demonstrated in the 20 volumes of Georgia supreme court reports he edited and in the digest of Georgia laws he published in 1851. The latter has been described as "unique in America" for its methodology and comprehensiveness. During the late 1850s, while his brother urged loyalty to the Union and compromise on slavery, he crusaded for secession, his speeches strongly influencing the Georgia general assembly and the state's citizens. At the state secession convention of 1861, he advocated formation of the Confederacy. In time, he was appointed to the Provisional Confederate Congress and helped write the new nation's constitution. He also served as chair of the Committee on Printing and was active in the establishment of the judicial system for the new nation. Soon after the war broke out, he surprised many by rejecting further political posts to recruit a military unit in Georgia. Though lacking military experience, he received a colonelcy and command of a mixed force of infantry and cavalry afterward known as Cobb's Legion. He served diligently in North Carolina, on the Virginia peninsula, and in the James River fortifications. His lack of military training was a handicap but he soon became a proficient soldier. In September 1862, his men suffered heavily at Antietam. 6 weeks later he left the remnants of his Legion when he was given a brigade in McLaws' division in the Army of Northern Virginia.On December 13, 1862, his command, Cobb's "Irish Brigade", held the now-famous stone wall and sunken road near the top of Marye's Heights at Fredericksburg, Virginia. Late in the day, while his troops repulsed one of 6 attacks on their position, Cobb's thigh was lacerated by shrapnel. His femoral artery severed, he bled to death after being carried to the rear. Despite medical aid, he died in a house on the battlefield. From where he was wounded, he could see the house where his mother was born and his parents wed.
